Job Description:

Reports to the Director of Finance & Operations. Supervises Accounting and Payroll personnel.

  • Bachelor's Degree in Accounting, Business or Finance or other relevant degree, preferred. May be substituted with experience.
  • At least three to five years fund accounting experience, including responsibility for payroll.
  • Three to five years experience managing financial information systems, including direction of upgrades and enhancements.
  • A working knowledge of applicable payroll laws, including employer’s responsibilities to the Internal Revenue Service, Teachers’ Retirement Board, Connecticut Wage and Hour laws, and COBRA.
  • Experience with Tyler Infinite Visions accounting, human resources, and payroll systems, preferred.
  • Familiarity with GASB requirements.
  • Experience budgeting and managing personnel expenses and employee benefits.
  • Ability to develop plans and procedures for effective controls and data management.
  • Proven ability to lead and motivate staff, demonstrating initiative and self-motivation to address changing financial and operational needs of a school district.
  • Proven ability to work independently.
  • Managerial ability encompassing organizational, verbal, and superior written communication skills.
  • Interpersonal skills sufficient to allow successful delivery of services in ascertaining and meeting the diverse needs of a professional, educational organization.
  • Comfort with problem solving, researching and implementing answers and new skills.
  • High level of computer aptitude used in problem solving and forward progress/new implementations.
  • Such alternatives to the above qualifications as the school system may find appropriate and acceptable.

  1. Accounting
  • Standardizes accounting procedures for the aforementioned funds, and for Student Activity funds, as required by the Director of Finance & Operations, State and Auditors.
  • Maintains a system for recording financial commitments and monitoring the status of the operating budget.
  • Work with general accounting and payroll software vendors for updates, changes, etc. 
  • Supervises the Requisition and Purchase Ordering, and Accounts Payable functions.
  • Provides Accounting Services essential to the preparation and management of budgets.
  • Coordinates the preparation of teacher salaries, insurance, social security and retirement statistical information for inclusion in the annual budget recommendations.
  • Assists the Director of Finance & Operations in the projection of revenues and expenditures.
  • Supervises the maintenance of a complete, systematic and accurate set of records of all financial transactions of the school system.
  • Recommends necessary improvements of accounting practices to the Director of Finance & Operations.
  • Recommends the purchase and oversees the maintenance of accounting equipment.
  • Supervises and evaluates accounting personnel.
  1. Payroll
  • Supervises the preparation of payrolls, including deductions for withholding tax, pension, Social Security, Medicare, Teachers’ Retirement, life insurance, health insurance, and other required salary deductions.
  • Supervises the preparation and maintenance of all necessary earnings records, deduction records, and similar personnel payment records.
  • Supervises and evaluates payroll office personnel.
  1. Financial Reporting
  • Assists in the preparation of reports on personnel and program accounts.
  • Co-prepares financial and other budget reports at regular intervals, including State Department of Education reports, such as the Educational Finance System (EFS report).
  • Assists the Director of Finance and Operations in the development of a full and itemized report of the finances of the school system to the Town Finance Director at the close of each school year.
  1. Audit
  • Coordinates the audits of all accounts and records annually by the certified public accountant selected by the Town.
  • Manages the yearly audit with the CPA firm and supervises the workers’ compensation audit with insurance company.
  • Maintains and disposes of financial records in accordance with legal and financial requirements.
