Human Resources Manager
Achievement House Cyber Charter School in Exton, PA (grades 7 through 12) is seeking a Human Resource Manager.  The position is a full-time, salaried, 12-month position.  This position is anticipated to begin mid/end of May.
The Human Resources Manager will partner with the CEO and Principal to develop and implement the human capital management programs that will support the mission and vision of the school. This includes the process of hiring the right people, managing workforces effectively and optimizing productivity.  As the day-to-day Human Resources leader, the HR Manager reports directly to the CEO and will lead, plan, organize and direct all activities of the HR Department.
  • This includes leading and communicating plans and actions which align with the school’s mission, vision, and goals.
  • Addressing and meeting the increasingly challenge of staff recruitment that reflects and supports the educational, social & emotional, and cultural values of the students and families served by the school.
  • Balancing regulatory requirements and budgetary constraints.
  • Identifying and executing best practices in human capital management as well as serving as in-house expert and strategic advisor on all HR issues and assigned PDE regulations and mandates.

Essential Duties and Responsibilities:
  • Plan, direct, and evaluate the work of the HR Department, with overall responsibility for the Administration, Talent Acquisition, Employee Benefits, Compensation, Employee Relations, and Health and Safety, Worker’s Compensation
  • Serve as a strategic advisor and functional expert to the CEO regarding key talent strategies and issues, including leadership development, employee relations and retention, policies and procedures, systems, compensation, and benefits.
  • Ensure that fair staffing formulas are consistently applied across all schools to provide schools with high-quality staff to meet their instructional needs.
  • Strengthen the quality of internal and external staff pipelines.
  • Increase the retention of top performers and reduce the retention of low performers schoolwide.
  • Collaborate cross-departmentally with department leaders to execute the district-wide talent strategy.
  • Ensure HR provides strong day-to-day support to employees regarding all human resources-related matters, with an emphasis on staff receiving helpful, courteous, and responsive customer service to address their needs.
  • Oversee external vendors to ensure that compensation, benefits, and other aspects of the school’s staff infrastructure operate with both exceptional accuracy and a strong customer service orientation.
  • Oversee all employment compliance issues, working closely as necessary with the school’s legal counsel.
  • Facilitate and provide leadership and guidance to school departments in HR management, HR functions, and developing, interpreting, and implementing policies and procedures according to federal and state laws and regulations.
  • Performs role of Compliance Officer overseeing: 1) Federal programs including Title I-IV, UGG grants and ESSER grants.  2) PDE reports including the Annual Report and Comprehensive Plan.  
  • Responsible for minimizing litigation and other potential losses relating to HR matters.
Requirements Include:
  • Bachelor’s degree required, Master’s degree preferred in related field required (Human Resources, Organizational Development, Business Administration, Public Administration, or related field is desirable).
  • Minimum of five years HR experience, including supervisory or administrative experience, or equivalent leadership experience.
  • Progressive experience in a role directly or indirectly related to a Human Resources and/or talent management function.
  • Experience managing, developing and leading high-performing teams towards successful outcomes.
  • Experience with multi-tasking, consensus decision-making, data collection, program development, and office technology.
Child abuse and criminal background clearances, including Act 168, are required.  Must also complete Act 126 Mandated Reporter Training.
